Every build we can see — whether or not we rate it. A record here asserts two things and no more: that the build exists, and where we read about it. Capacity, status and location are reported figures, attributed to their source and never treated as canonical.

When a build earns a primary-source spine we verify it, score it, and it moves to the rated tier — where the number is ours and we stand behind it. How a build gets rated.
